OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://181.199.253.14/SOURCES/.Features/.Hydrological/.Rivers/.MajorRivers/system/cptv10/1+index/.system/2+index/dods')
